Why do banks charge you a " non sufficient funds" fee on money they already know you don't have?

K, I accidentally commented this on a different spot... oops.

I've often wondered why we get charged more money when we obviously don't have it. Why don't they charge overdraft charges on their overdraft charge then? Now I just have to make sure I don't get an overdraft charge!
